Adaptation Strategies in Africa

The World Bank has published a new report on adaptation strategies in Africa: Differential Adaptation Strategies to Climate Change in African Cropland by Agro-Ecological Zones. The report assesses how farmers have attempted to optimise their practices to the current climate and uses this information to pursue scenarios of how farmers may adapt to changing climatic conditions.

Costs of Sea-Level Rise

Sugiyama, Nicholls and Vafeidis have released a new paper on the economics costs of sea-level rise through MIT's Joint Program on the Science and Policy of Global Change.

Abstract
"To improve the estimate of economic costs of future sea-level rise associated with global climate change, this report generalizes the sea-level rise cost function originally proposed by Fankhauser, and applies it to a new database on coastal vulnerability developed as part of the Dynamic Interactive Vulnerability Assessment (DIVA) tool.

An analytic expression for the generalized sea-level rise cost function is obtained to explore the effect of various spatial distributions of capital and nonlinear sea-level rise scenarios. With its high spatial resolution, the DIVA database shows that capital is usually highly spatially concentrated along a nation’s coastline, and that previous studies, which assumed linear marginal capital loss for lack of this information, probably overestimated the fraction of a nation’s coastline to be protected and hence protection cost. In addition, the new function can treat a sea-level rise scenario that is nonlinear in time.

As a nonlinear sea-level rise scenario causes more costs in the future than an equivalent linear sea-level rise scenario, using the new equation with a nonlinear scenario also reduces the estimated damage and protection fraction through discounting of the costs in later periods. Numerical calculations are performed, applying the cost function to the DIVA database and socioeconomic scenarios from the MIT Emissions Prediction and Policy Analysis (EPPA) model. The effect of capital concentration substantially decreases protection cost and capital loss compared with previous studies, but not wetland loss. The use of a nonlinear sea-level rise scenario further reduces the total cost because the cost is postponed into the future."

Vulnerability and Adaptation in Sydney

The Sydney Coastal Councils Group, Australia has released a report on the vulnerability of the Sydney coastal region to climate change. The report is the first output from an ongoing project examining vulnerability and adaptive capacity in the region.

Public Health Preparedness

A new report sponsored by Environmental Defense had identified some potential gaps in the preparedness of local health department in the United States in regard to managing climate risk. A survey of health officials generated the following results:

"Nearly 70% believed that their jurisdiction had already experienced climate
change in the past 20 years, and 78% believed that their jurisdiction will experience
climate change in the next 20 years. Roughly 60% thought that one or more serious
public health problems will occur in their jurisdiction in the next two decades as
a result of climate change, and slightly over half of the directors felt preventing or
preparing for climate change was an “important priority,” yet relatively few reported
it as a top priority for their health department. Only 19% of respondents indicated
that climate change was among their department’s top 10 current priorities, and
only 6% indicated climate change was one of their health department’s current top
five priorities."


While at first glace such results may suggest that local health departments are a bit slow to pick up on the issue of climate change and the need for adaptation, the low prioritisation of climate change may also reflect the fact that climate risks to health are in fact less immediate and of lower potential severity than other drivers of adverse health outcomes. A few simple questions could have helped shed some light on this, such as asking health professions how they rate the climate change health threat relative to say diabetes, heart disease, obesity, HIV/AIDS etc. While there is very likely a deficit of resources among health professionals in preparing for climate change, given that there will always be competition for resources, it's hard to determine what the appropriate balance of investment should be across the portfolio of health challenges that communities face.

Australia to Review Criteria for Drought Relief

After years of anomalously low rainfall which have spawned significant delivery of drought assistance to farmers, Australia has announced that it will review the "exceptional circumstances" criteria for drought relief in light of climate change. The government has tasked the CSIRO and the Bureau of Meteorology to review drought risk and report back to the Productivity Commission. Meanwhile, additional inquiries will examine the economics of assistance and the social impacts of drought. However, the time span allotted for these inquiries would seem to be far too short to develop a robust understanding of drought risk that can be used to guide policy and convince critical stakeholders.

Victoria Looks to Biotechnology for Adaptation in Agriculture

Victoria's Premier, John Brumby, has announced a $100 million program, Future Farming: Productive, Competitive and Sustainable, which will examine the potential for new farm and biotechnologies to increase drought resistance of crops and enhance productivity. A range of additional programs to facilitate adaptation are also included.

State of Adaptation

Though two years old, this study from the OECD is an interesting examination of where the developing world is with respect to implementing climate change adaptation policies and measures. It's likely that developed nations, despite their apparent high levels of adaptive capacity, are in a similar state of affairs. A recent report from the Heinz Center in Washington DC provides a bit of the developed world perspective with some case studies from the United States. Similarly, this article from the Boston Global highlights the fact that the the US has been somewhat slow in pursuing adaptation.

Global Food Prices and Climate Adaptation

The recent spike in global food prices highlights some of the complexities in managing resources for the future in the context of climate change and a host of other drivers. While there is deep concern for the potential implications of climate change on food production and security in some regions (particularly the least developed nations), such challenges will often unfold against a back-drop of complex global market drivers which, in some instances, may overshadow the effects of climate change (or at least contribute to acute social vulnerability upon which climate change will act). Nevertheless, current events also demonstrate the unintended consequences that can arise when policy decisions and incentives are crafted without an appreciation for the big picture.

$5 Million for Adaptation in China

The Special Climate Change Fund of the Global Environment Facility has provided China with a grant for $5 million to facilitate climate adaptation in irrigated agriculture. The project will assist in mainstreaming climate change into planning for the sustainable management of water resources in the Huang-Huai-Hai River Basins, one of the nation's key agricultural regions.

Expansion of Australian Territorial Waters = Greater Demand for Adaptation

Australia has reached an agreement with the United Nations that has resulted in an expansion of Australia's territorial waters by approximately 2.5 million square kilometres. This gives Australia legal rights to a potentially massive pool of oil, gas and mineral resources, and will likely accelerate the exploration, extraction and, ultimately, combustion of those resources.

While the developed world is quick to point to the nations of India and China as the major engines of greenhouse gas emissions and climate change, one should note that the fuel that keeps the engine going often lies elsewhere. This reality appeared lost on Australia this week, which seemed positively giddy about the new found bonanza without seeing windfall from a climate change context (despite assurances that the new government will be Australia's first to 'get serious' about climate change.

The upshot of all this is that the juggernaut of greenhouse house gas emissions is alive and well, which means all the more reason to think strategically about adaptation.

Australia's 2020 Summit Overlooks Climate Adaptation

Australia's recent 2020 Summit, an effort to bring some of Australia's best and brightest to Canberra to explore new and ideas for Australia's future, appears to have overlooked the importance of adaptation as a national response to climate change.

The working group on Population, Sustainability, Climate change, Water and the Future of our Cities highlighted the importance of a sustainable Australia, which seemed largely dependent upon managing carbon in the economy and ensuring sustainable use of the nation's water resources. While climate adaptation is an integral part of sustainability, the fact that no specific mention was made of adaptation provides an indication that adaptation remains a novel concept for many.
